600 are the plan, 1,116 and 2,758 the hypothetical estimate: reading Baltic bunker counts
It separates the official Estonian plan of 600 from the hypothetical Latvian and Lithuanian estimates of 1,116 and 2,758, checking the 280 km fence, the 100 hundred-million PLN East Shield, the 200 km Finnish fence, and Lithuanian counter-mobility parks against separate announcements.

The 2024 concept approval and the Estonian plan of 600
On 2024-01-19 the defence ministers of Estonia, Latvia, and Lithuania approved the Baltic Defence Line concept. According to the Estonian Centre for Defence Investments (ECDI), the Estonian section combines about 600 squad bunkers (about 35 square meters, holding 10 soldiers) with a 40 km anti-tank ditch, and moved to procure 600 standard bunkers after September (month 9), 2024 trials. The first 5 were installed by the end of 2025, all 600 are targeted on the ground by the end of 2027, and the project costs up to 6 ten-million euros.
The 1,116 and 2,758 figures are density-assumption estimates
The Latvian figure of 1,116 and the Lithuanian figure of 2,758 are not government announcements but hypothetical estimates by Lukas Milevski of Leiden University. They were computed under the assumption of building at a similar density to Estonia (were to build at a similar density) and appeared in a Mint and Economist article. The same article presents the actual Estonian plan as 600 concrete bunkers holding 10 soldiers each.
Fences and East Shield confirmed in separate announcements
According to Latvian public media LSM, the 280 km Latvia-Russia border fence was completed on 2025-12-30. The Polish Chancellery said on 2024-10-14 that more than 100 hundred-million PLN would go to Shield East, running through 2028. Coverage citing the Finnish Border Guard reports a 200 km fence inaugurated on 2026-09-07, 4.5 meters high with a surveillance system.
Lithuania uses parks, growing from 27 to 50
Lithuania chose counter-mobility engineering parks instead of fixed bunkers. According to LRT reporting (2026-03-30), 27 existing parks are fully equipped, and the fleet grows to 50 with a defensive zone of 23 additional sites by 2030. It spends 5 ten-million euros over 2026~2030, targeting the zone complete by the end of 2029.
The 4,474 total is not a combined plan
The 600 is an official Estonian plan, but the 1,116 and 2,758 are hypothetical estimates, so the 4,474 total must not be read as a combined 3-country plan. Because Lithuania uses parks, comparing bunker counts already misses the point, and what actually checks out are the finished fences and the East Shield budget and schedule. The video's fortification narrative fits the trend, but country figures must be separated by kind first.
What this case does not verify
This case did not verify the video's other figures, such as the Latvian bunker plan count, Lithuanian constitutional and spending ratios, K2 and Chunmoo deployments, or conscription. Figures may change as work proceeds, and plans guarantee no completion. Past agreements and completion records do not judge the current security picture.
