Define service-restoration criteria before accepting an announcement
Consider a hypothetical business communications service. Testing whether it connects and testing whether it reliably completes required work in the relevant locations, times and equipment answer different questions. Before assessing recovery, define the service and contract, observation time, test conditions and thresholds for latency, interruptions and success rate, then repeat checks under comparable conditions. An exceptional success does not prove full restoration, and one failure does not establish a system-wide outage. Recording the operator, paying customer and institution approving changes separately helps prevent confusion between announcements and actual control. When adding a backup connection, check independence: reliance on the same power, equipment or operator can leave a common failure point.
